Troy was born in Petoskey, Michigan and later moved to Citrus County where he graduated from Lecanto High School. He attained an Associate’s degree in Criminal Justice and a Bachelor of Applied Science degree in Business and Organizational Management (Public Safety Administration) from the College of Central Florida, graduating Magna Cum Laude. Additionally, Troy earned a Master of Science degree in Criminology from Florida State University. In the spring of 2015, he graduated as a Deans Scholar from the 133rd Administrative Officers Course at the University of Louisville’s Southern Police Institute and was the recipient of the Dr. William F. Walsh Directors Award for Academic Excellence (recording the highest academic average in the undergraduate class).  Recently in 2022, Troy completed the University of California-Davis’ Accounting Specialist Certificate Program and FDLE’s Executive Leadership Seminar (Class 9) in St. Petersburg, FL.

Troy started his career in law enforcement in 1998 as a Patrol Officer with the City of Inverness Police Department (FL). In May 2000, he began working with the Citrus County Sheriff's Office as a Deputy Sheriff. During his time with the Sheriff’s Office, he has held positions as Sergeant of the Court Services and Civil Units, Lieutenant of the Accreditation, Evidence, and Training sections, Captain of the Judicial and Juvenile Services Division (incorporating the Court Services, Civil, Warrants/Duty Office, and School Resource Deputy Units), and served twice as Citrus County’s Interim Emergency Management Director.  From 2020 to 2023, he commanded the CCSO’s Mobile Field Force team.  Currently, Troy is the Division Commander of the Communications Section and completed Florida’s 9-1-1 Public Safety Telecommunicator State Certification along with Emergency Fire Dispatcher and Emergency Police Dispatcher Certifications in 2024.
